The Land Transportation Office (LTO), Metropolitan Manila Development Authority (MMDA) and local government units are pushing for a single ticketing system (STS) in the National Capital Region (NCR) to standardize traffic violations and corresponding fines or penalties.

The STS proposal was brought up during the third meeting of the Technical Working Group (TWG) on Tuesday.

In a statement, the LTO said such the STS would create unified and clear guidelines on violations, such as disregarding traffic sign, illegal parking (attended and unattended), reckless driving, driving without a license, driving with unregistered vehicle, overspeeding, illegal counterflow, number coding violations and obstruction.

“Inilatag din sa pulong ang mahigpit na pagpapa-iral ng tricycle ban lalo na sa national highway at kaukulang speed limit ng mga ito, gayundin ang truck ban at light truck ban (Also tackled during the meeting are the strict enforcement of the tricycle ban on national highways and their speed limit as well as the ban on trucks and light trucks),” the LTO said.

On the other hand, the MMDA wants to include violations such as failure to wear a helmet of motorcycle riders or the use of substandard helmets.

“Sa ngayon ay isinasapinal pa ng mga miyembro ng TWG ang makatwirang halaga ng multa na ipapataw sa mga hindi sumusunod sa batas trapiko (The TWG is finalizing the fines to be issued to traffic violators),” the statement read.

Once completed, the STS guidelines will be tackled in a public consultation prior to implementation.

“Lahat po ng stakeholder ay ikokonsulta at ikokonsidera po lahat ng mga rekomendasyon, agam-agam at kung ano pa man para po ma-implement natin ng maayos itong programa natin (All stakeholders will be consulted and their recommendations, worries, and everything else will be considered for the proper implementation of our program),” assured Assistant Secretary Jose Arturo Tugade, LTO chief, in the same statement.

Despite challenges, Tugade said they hope to address all concerns legally and begin implementation next year, with the public’s support. (PNA)
