Two platforms, one deadline, two very different results. When the Cybercrime Investigation and Coordinating Center gave Discord and Reddit 24 hours to designate a local representative, Reddit walked away with an extension — Discord walked into a nationwide block.

The letters, dated Sept. 21, ordered both platforms to immediately designate a resident agent or local representative, explain their existing safety and age verification measures, and warned of restrictions or access blocks if they failed to comply in time. The directive followed the Sept. 18 shooting at Banga National High School in South Cotabato.

Reddit’s difference-maker was direct engagement: officials including vice president of policy Jessica Ashooh met with the agency, discussed “green lanes” for flagging harmful content, and committed to opening a Philippine office. Discord, meanwhile, had initially sent only a letter — and the CICC later clarified it had not extended Discord’s deadline, pending direct discussions and concrete commitments.

The consequence landed Wednesday evening, Sept. 23: Discord users on Globe and DITO networks saw a notice saying access had been blocked under an NTC directive, after the CICC said Discord missed its deadline. DICT Secretary Henry Aguda confirmed the ban took effect that evening, and the NTC said its order applied to Globe and DITO users specifically. Students, gamers, and freelancers relying on the platform for work were disrupted, with some bypassing the block through DNS changes or a VPN.

By Thursday, Sept. 24, Discord had caught up to Reddit’s position. The CICC ordered the block lifted after a meeting with Discord’s management resulted in the platform designating a point person in the Philippines and setting up its own “green lane” coordination channel, plus a faster process for handling government investigation requests.

“Yup, we’re ordering the lifting,” said CICC Executive Director and DICT Undersecretary Renato “Aboy” Paraiso, who apologized to the public over the ban and said authorities were working to restore access. As of Thursday afternoon, though, access to Discord remained restricted on Globe and DITO networks.

The episode drew criticism from former DICT Undersecretary Jeffrey Ian Dy, who said about 15,000 Filipino freelancers had been affected, citing the Barangay VA Helpdesk — a Discord community with more than 12,000 members — along with the Nexus and Jobcord servers used by Filipino virtual assistants.
